A National Center for the Coordination of the Early Warning and Response Mechanism was established with the signing of Executive Order 12 by President Muhammadu Buhari.

The order signed on June 10, 2022 establishes the National Early Warning Center in accordance with article 58 of the Treaty of the Economic Community of West African States (ECOWAS) and Article 16 of the Protocol on the Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping and Security.

Under ECOWAS instruments, including the 1993 Revised ECOWAS Treaty, each member state is required to establish a national early warning center to address issues related to threats to human security as part of the agency’s peace and security architecture. regional.

The Nigerian Center is based in the Office of the Vice President and, with the support of relevant national and transnational institutions, will provide research, analysis and advice on trends in the human security sector spanning the environment, public health and governance.

Other areas the Center will focus on include human rights, food security and crime, among others, as well as support government responses to emerging situations in these domains.

The president had previously approved the appointment of Chris Ngwodo as director general of the National Centre. Prior to his last appointment as Senior Special Assistant to the President for Policy Research in the Office of the Vice President, Mr. Ngwodo had served as Technical Assistant to the President for Justice, Conflict and Security in the Office of the Vice President.

A lawyer by profession, Mr. Ngwodo has worked on issues of conflict, human security, politics and development for more than a decade. He was a member of the President’s Committee on the Northeast Initiative and has served in various capacities in numerous assignments related to human security.
